Acrobat adding unwanted no-fill frames

Acrobat appears to be adding a no-fill frame around pages.  This is causing problems with our RIP for the cutter.  Is there a setting that can turn this off?

How are you creating these PDF files? Is it possible that this is actually something that is added by the original application?

We are using preset PDF export options that our color management team created a number of years ago to fit a custom color profile we use in our shop. We create PDFs using these PDF profiles in the Adobe programs we use, mainly InDesign, Illustrator and Photoshop. The interesting sidepoint is that sometimes the PDF won't have have the unwanted frame. We have tried testing with bleed, no bleed, marks, no marks, and at one point just creating a PDF from a blank page. It also doesn't seem to be related to the system we use since I am mainly on PC and my coworker is mainly on a Mac.
