Acrobat Annotation Feature - Opportunity?

As a user I would love to have a tool in acrobat pro for adding annotations to a editable pdf.

the annotation tool would use a sequential number (choice) and allow the user to drag and drop the number to a specific location anywhere on the document. Then the tool would prompt a text box linked to the annotation number and allow that text box to free-roam or go to the bottom or top (by choice).

Bonus points for adding a date/time stamp option.
