Hi all
I have been having this issue for some years.
When using Chrome to open a PDF file (e.g. in email or a site), I have the Acrobat extension installed and it opens in the browser fine. However, when I click on download, it downloads automatically to the prespecified folder and opens it externally in Acrobat Pro. Then I have to do "Save As" and save a copy in the folder I want. Extra steps are involved, and a file duplicate. I can't seem to change this setting.
The setting "Save file location" on the extension's settings is set to "Ask me every time", and it is up to date.
The setting in Chrome for the download location ("Ask where to save each file before downloading") is also set to "on", and it is also up to date.

As soon as you open the file in Acrobat, Acrobat is in charge. The original file has been downloaded to the download folder (probably) and Acrobat has been called to open the file. This is a setting in the browser, and Acrobat is innocent in this. You need to check the browser settings.

As Abambo correctly mentioned, Acrobat does not control the download settings in your web browser.
