I have just downloaded Acrobat DC (I assume since i have just downloaded it, it is the lastest version). I have successfully used it to combine pdfs, however when I try to create new pdf, the program gets stuck and says "program not responding", when i close the program a messgae pops up saying it could not connect to the scanner. I am using windows 10, and i have tried to restart the program multiple times.

Please advise. Thank you.

You didn't mention how you tried to create a new PDF. There are several ways.

Apart from that, Acrobat has many settings in the prefs. Not particular for scanning, but something like "Only load certified modules" which in my case is activated. Maybe it tries to load something from the system of which it "thinks" it's a scanner.
