Hi,

I need to deactivate on a machine that no longer works, but noticed that there are no devices listed under the Activated Devices section in Plans and Payments in the Adobe Account menu even though the software itself is listed under products. Is there any way to fix this? e.g: Can i deavtivate all devices and then reactivate what i need?

Then you can't deactivate them. What you'll need to do if you ran out of activations is contact Adobe Support directly (by phone or chat) and ask for an "activation count reset". It's best you don't mention the version of Acrobat you have, as they might say it's not supported, which is true, but not when it comes to activation issues.

The online pages can only deactivate subscriptions. You cannot deactivate licenses used in perpetual licensing. For that you have to contact Adobe, and battle to get help with your unsupported apps.

What version of Acrobat do you have? If DC, then you don't need to worry. If it's not listed under Activated Devices in your account then it's not currently activated.
