Acrobat PDF shows some comments as XML formatting text instead of a comment

We have an issue with some comments being added to an Adobe PDF file. Some of the comments show up normally, but about half of them are showing up as XML formatting text with no actual comment information in it. 

I cannot provide the actual files as they contain confidential information. I have instead provided an image of the presented issue. 

The PDF file is contained in our network drive and is directly worked on from this location.

We are Using Adobe Acrobat Pro version 2023.006.20380 | 64bit on Windows 11.
