When manualy tagging the reading order in "adobe acrobat continuous release, version 2025.001.20693 64 bit", the number of the selection will jump to a wrong place in the reading order. For example, the text I am selecting should be number 35th in the reading order but acrobat makes it 7th in the reading order. Then when I try to move it to the correct placement it either will do nothing, or it will rearrange other elements in the reading order to the wrong place.
Additionally, when I use the autotag Document feature it will always put things out of order and will not allow me to re-arrange the elements as stated above. Is there a fix for this or is this how it works? I am working on state documents that need to meet accessibility standards per governemnt guidlines for thousands of documents, and this is completely unacceptable from the company that makes the gold standard for design software.
I have tried every work around that I can find online or that I have seen in the community and nothing works. Anyone… Adobe.... Please help… Thanks

As the tagging is not working properly, could you please confirm if you created the PDF? If not, please check if the issue occurs with other PDFs.

If you still experience the issue, please share the PDF document. It would be helpful if you could share a screen recording of the steps you use. Also, share the Acrobat and OS version numbers.

The PDF was created by my organization, we create all of the PDFS the same way; originally file is created in ID, we export as a PDF, from there we are creating the fillable fields and do the tags / reading order in order to be in compliance with the ADA Accessibility Act (WCAG) 2.1 Level AA. The PDFS are clean without corruption.
The issue described in the previous post is universal for every file I am working with, however it presents differently each time and there are thousands of files that need to be remediated so this is a VERY concerning bug. Unfortunately, I am unable to share the file/files due to privacy laws regarding sharing documents publicly.
We are running - adobe acrobat continuous release, version 2025.001.20693 64 bit on Windows 11 Enterprise / OS build 22621.5768
