Acrobat - some pages that I imported have page numbers I cannot delete

If your PDF is image-based, there really isn't text of the page number there, but rather an image of one.  If running OCR is appropriate for your usage, that could help.  You could also (assuming a white page) redact the image of the page number with a white redaction.
