Hello,
I would like to use Acrobat (App or DC) to add a comment or note and make it immutable.
The PDF should then be editable by other people without them being able to change the comment. However, the other persons should also be able to add further comments.
It is not enough to lock the comment under properties, as the lock can be unlocked again.
A printout as a file is too cumbersome.
With the tool PDF-Xchange there is the function embed, which prevents a change.
Does Adobe have something similar?

You can flatten the comments, but you'll lose all information that's not visible on the page, including any textual comments you added to your comments. So a sticky note will just appear as its icon, without any text attached to it, for example.

PS. Even that is not "immutable". Someone with Acrobat will be able to change those flattened comments, too, if they wanted to, unless you digitally sign and lock the file.
