No. You can arrange that the text gets smaller, but PDF forms are basically unsuited if it is an open ended essay. Think of it like a paper form; on paper the box must be large enough, the user cannot make the paper or boxes bigger. (Adobe's experiment with smarter forms did not catch on in the marketplace and is basically dead).

Another opinion: There's a way to create dynamic PDFs. However, those cannot be created with Acrobat, it only can be used to display those forms. For creation you'll need another software called AEM Forms Designer (formely LiveCycle Designer). It's not freely purchasable anymore as this software is mainly intended for governments and other public agencies. So it's quite niche but not dead.
