Adobe Acrobat for Microsoft Teams and GCC o365 licensees

I faollowed the instructions to make Acrobat the default PDF app in Teams and it never worked. I have another Business tennant (E3) that I set it up on and it worked without issues. Then I found an interesting item at the bottom of a Microsoft KB article (https://learn.microsoft.com/en-us/microsoftteams/adobe-acrobat-pdf-viewer-teams) and the very last bullet point states:

• The feature is available only for the Commercial environments and not for GCC, GCC(H), and DoD

So, now I know why it doesn't work, but what can I do to work around that limitation? I have about 1100 users who want the feature to work and so far, I have no answer for them.
