When I open Adobe Acrobat DC Pro and go to File->Create->Pdf From Scanner, Acrobat freezes up without finding a twain scanner. Then, I can only kill Acrobat by using Task Manager. When I then open Acrobat a second time and I subsequently go to File->Create->Pdf From Scanner, Acrobat finds the scanner and I am able to scan documents.
I checked for updates on 10/30/2018 and there were none. I am running Adobe Acrobat DC Pro Continuous Release Version 2019.008.20080

The latest update of Adobe Acrobat DC 2019.008.20080 had a fix for the crash/freeze issue which should have been fixed with this release. Since you already have the latest version installed, and it still doesn't work. Then you may try couple of troubleshooting steps suggested below and let us know if that fixes the issue-
1- Install the optional security patch through DC Release Notes — Release Notes for Acrobat DC Products
2- Try the troubleshooting steps suggested in the help document here-Troubleshooting tips for scanner issues when using Acrobat
Also, Troubleshoot errors, freezes | Adobe Reader | Windows
3- If nothing works, the use cleaner tool to uninstall the application Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs
and reinstall through- Download and install Acrobat DC subscription
