Let me start first by stating I have used adobe acrobat dc for many years and was fairly effficient when using it.  Now however, they have changed so much that I get extremely frustrated with the program and where I can access things.  With that said, how on earth can you create some text in comments and how do you fill the background color??

Go to the Comment pane, select the "Add text box" tool and draw a rectangle on the page. Click into it and type your text.

When done, select the comment and press Ctrl+E to open the Properties toolbar. The first option in it is the fill color of the box. I don't believe this is any different from previous versions.
