Adobe Bookmarks not linking to the correct page

I work in an enterprise environment as a support technician. I have a user that is using Adobe Acrobat DC Pro. The user works with several large PDF files bookmarking the locations. He has been finding lately that when he creates a bookmark, it is not linking to the correct page. Often times it will link to the page above or below it. I ran a Adobe Acrobat DC Repair, however that did not change anything. His manager is also experiencing the same problem. Does anybody have any advise?

How exactly are they creating these bookmarks? When there is more than one page displayed when you create a bookmark with a "go to page" action associated with it, then what you might consider to be the selected page is not what Acrobat considers to be the active page. You can verify this by right-clicking on the bookmark, then select "Properties" and on the dialog that pops up, select the Actions tab. You should see something like this:

As you can see, in this case, the "go to a page" action lists page 12. If the displayed number is not correct, you can edit the action and assign a new target page number.

To avoid these problems, make sure that only one page is being shown when you create the bookmark. You can enforce that by using the "Single Page View" mode (View>Page Display>Single Page View).
