Adobe DC why is a comment box appearing when I click on a PDF to add a sticky note, highlight?

Hello, when i bring up a PDF, this comment bar automatically appears when I click on the image.   I can't get it to disappear and comes up anytime i just click on the image.  Is it possible to remove on startup?
