Is there a way to create a general form for staff (who do not have an account) to fill out, sign and forward to their designated supervisor for signature? We're a small org, but trying to improve our reimbursement request process.

Yes. This can be done with any ordinary (uncertified) form by anyone that has Acrobat Reader. Use the self sign tool. The original form will need to be created in Acrobat Pro.
