adobe online pdf-to-word converter thai font problem

Hello everybody!
I have tried to convert a pdf file on the official acrobat converter link:
https://documentcloud.adobe.com/link/acrobat/pdf-to-word/?x_api_client_id=adobe_com&x_api_client_loc...

Here is part from the source (pdf-file):

Now it is the screenshot but in the pdf source, I can select this text. But when I do copy-paste or use the Adobe online pdf converter I'll lose some letters and signs
Here is a converted part with the circles instead of some Thai letters and signs:

Is the acrobat not able to convert properly his own created files with Thai fonts?
As a well-done result, It should be done like this:
คำสั่งนายทะเบียนตามพระราชบัญญัติ
การประกอบธุรกิจของคนต่างด้าว พ. ศ.
ที่ ๑/๒๕๖๑
เรื่อง เพ็กถอนการเปลี่ยนผู้รับผิดชอบดำเนินกิจการแทนในประเทศไทย
I would be very glad for your "how to fix this" ideas.
