PDFmaker plugin is always disabled in outlook 2016. Win 10 pro, acrobat DC outlook 2016
Already tried all these steps including reinstalling office
Enable the Acrobat PDFMaker Add-in
Open any Office 2016 application and click File > Options > Add-ins.
Select COM Add-ins next to Manage and click Go.
In the list of available add-ins, find the Acrobat PDFMaker COM Add-in and check if it's enabled. If it isn't, check the box to enable it.
Disable and Enable the Acrobat PDFMaker Add-in
Open any Office 2016 application and click File > Options > Add-ins.
Select COM Add-ins next to Manage and click Go.
In the list of available add-ins, find the Acrobat PDFMaker COM Add-in and check if it's enabled. If it is, uncheck the box to disable it.
Close and reopen the Office 2016 application.
Go back to COM Add-ins, enable the Acrobat PDFMaker add-in, then click OK.
Remove and reinstall the Acrobat PDFMaker Add-in
Find an Office 2016 application icon, right-click it, and click Run as administrator.
Open a blank new file.
Click File > Options > Add-ins.
Select COM Add-ins next to Manage and click Go.
Select the Acrobat PDFMaker COM Add-in and click Remove.
Click Add and navigate to C:\Program Files (x86)\Adobe\Acrobat 2015\PDFMaker\Office\PDFMOfficeAddin.dll.
Close and restart the Office 2016 application.
Change the registry key
Go to Start and search "Run". You can also press on the Windows Key + R to bring up the Run window.
In the Run window, type "regedit".
Find this registry key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Word\Addins\PDFMaker.OfficeAddin.
Change the Loadbehavior key value to 3. (decimal)
Exit the registry key editor and restart the Office 2016 application.

You're using a guidance from Microsoft support website found here:
Now you mentioned that you have Acrobat DC.
I assume you mean Adobe Acrobat Pro DC latest updated version.
If you don't have Adobe Acrobat installed, then you need to install it or better said, if you have it click Help, and then Repair Installtion.
In the Microsoft support guidance that you've posted they use Adobe Acribat 2015 in the troubleshooting example, which at first, when I read your post, it made it a little hard to figure out what exactly are you using.
So, if you were referring to Acrobat 2015 instead of Acrobat Pro DC, it seems like your Acrobat 2015 hasn't been recognized by the Add-on. The same goes if you have Acrobat Pro DC, OR , you actually used to have 2015 and install Acrobat Pro DC without removing the older one.
In any case, it also looks like as if you're missing both Acrobat programs.
But if you do have Adobe Acrobat Pro DC or Acrobat 2015 installed, also try to update to its latest known version update; maybe by updating you can rule out compatibility issues between the add-in and whichever version of Acrobat you have.
Last, if you're using Acrobat Pro, ensure that when you add the MS Office pdf maker .dll's that you are actually adding it in the correct directory path for the version that you're using.
FOR EXAMPLE INSTEAD OF THIS PATH
C:\Program Files (x86)\Adobe\Acrobat 2015\PDFMaker\Office\PDFMOfficeAddin.dll
INSTALL THE DLL TO THE CORRECT PATH FOR YOUR VERSION LIKE SO
C:\Program Files (x86)\Adobe\Acrobat DC\PDFMaker\Office\x64\PDFMOfficeAddin.dll
Notice above the \x64 in that path since the dll for the MS Office is actually associated to a 64bit app not 32bit directory path.
Also check the registry key that you're using as a reference :
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Word\Addins\PDFMaker.OfficeAddin
You are talking about MS Outlook, so why are you using a registry key that will affect the behavior for MS Word?
See if modifying the following path instead resolves your issue:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Outlook\Addins\PDFMOutlook.PDFMOutlook
Excel, PowerPoint, amd Word use PDFMaker.OfficeAddin
MS Outlook doesn't use that registry key name to associate the add-in with the "Acrobat PDFMaker Office COM Addin" string name.
