Adobe Pro install issue

I have an issue where Im trying to install Adobe Pro for an enterprise user, when i do the install for the full Adobe Pro when the user is on our VPN, it only loads Adobe Reader. The user can see they have a Pro license, but only Reader will load local on the machine. IF they want to access the full suite of features, they have to use the online version. 
When i bring that machine into our building, it loads all the way. 
Any suggestions?

I ran a log collector and sent it in. Adobe support replied that "We have several problems with Acrobat DC Pro subscription version and Windows 10 64 Bit system" so our solution is going to be moving to a different license setup.

Downloading and Installing ADobe Pro simply will not work - any offers of advice (I have cancelled my subscription so I dont get charged, but this is so frustrating)

for others, install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs (including acrobat).
