Adobe reader 32 bit make commenting default

I have just had to replace Reader 64 bit (which had a succession of problems) with 32-bit.  Unfortunately Adobe will not allow me to copy the version information from the Help box. It ends in -20470.

 

I use Reader exclusively to comment on students' scripts.  64-bit allowed the commenting tool to be continually active after choosing this in a newly downloaded PDF file

However, this does not seem to be an option with the 32-bit version.

At the least, the commenting tool should be sticky while viewing each file.

 

Ideally, Reader should be configured to open any file with the commenting side bar and the commenting tool active by default. 

Can either, preferably both, be achieved?
