Adobe Reader Running As Background Service

We have discovered an issue and cannot seem to find a permanent fix. We've noticed in the past few months that Adobe Reader will only run as a background service and not an app on multiple Windows 10 machines running different versions including 21H1, 20H1, 1903. If we install older versions of Adobe Reader, the issue is resolved until Adobe updates itself to the latest version, which I believe is 22.001.20085. The issue will happen under a new profile on the same pc also. We have tried running the Adobe Scrub tool and reinstalling the latest version, it will open the Adobe Reader program one time but anytime it's re-opened after that, it will only run as a background service (happens under a new profile also).Would appreciate any help that can be provided, are there any known issues? Thanks.
