Adobe Redaction Blacking Out Everything

We have a 600 page document that we marked for redaction.  When applying the redaction, the entire document gets blacked out, instead of just the marked portions.  I'm thinking the file may be corrupt, but I am hoping there is a way to fix this without having to go back through the entire document again to mark it.

Do you know how the file was created? Do you have access to the original file used to create it?

The file was exported from our RMS.  We have the original, unmarked file, yes.
