This is obviously a problem that Adobe does not really care about resolving.
Wil Adobe ever fix the issue instead of just upping their prices and leaving the users to hang out to dry.

Everything from:
- reinstall
- uninstall and reinstall
- uninstall, run CCcleaner, run adobe clean up tool
- disable " enable protected mode at startup "
- turn off new adobe
- uninstall, run CCcleaner, run adobe clean up tool, run creative cloud cleaner
- uninstall and delte all instances of adobe proiducts. ( files, foldrs, registry )
- install from creative cloud installer
- do not install from creative cloud installer
- Disable " Enhanced Seecurity "
- turn off " Check Online Files "
- set history to 20 files instead of 100
- Set Screen reader options to " only read the current visible pages "
- disabled hardware rendering for legacy video cards
- disabled " show online storage when saving files "
- closed down acrobat and creative cloud instances in task manager and went to " https://account.adobe.com/security" here we closed all active sessions "
- Adobes solution they provided me:
- Greetings for the day from Adobe!!
- Step 1: Please go to the Control Panel- Programs and features – Un install a Program and remove all the adobe related software, once all the adobe software's removed
- Step 2: Please click on start menu and search for “RUN” and click on enter, it will show you the run dialogue box, search for “appdata”
- Step 3: it will show you three folders of appdata, open each folder and remove the adobe folder (Use Shift + delete to delete permanently)
- Step 4: In the third folder there will be two adobe folders, remove both, always use shift+delete to remove the Adobe folder
- Step 5: Now open the Local Disk C, and open click on view menu and check the hidden files check box
- Step 6: from local disk C, delete adobe folder from these folders
- Remove adobe from Program files folder (Inside program files open common files and remove adobe from that as well)
- 2. Remove adobe from Program files(x86) folder (Inside program files(x86) open common files and remove adobe from that as well)
- 3. Remove Adobe folder from the program data folder (Hidden folder) Step
- 7: Now restart the computer and use the below mentioned steps to download and install the acrobat pro To download and install Acrobat Pro
- Step 1: Please click on this link and download the Adobe Acrobat Pro for Windows 64 bit - https://helpx.adobe.com/in/acrobat/kb/acrobat-dc-downloads.html
- Step 2: After this file is downloaded, open the file explorer and then open the downloads folder then right-click on the file that we downloaded click on Extract All, and select the destination to extract
- Step 3: The file will get extracted, now open that extracted folder open the Adobe Acrobat folder, and double-click on setup.exe (application file)
- Step 4: it will install Adobe Acrobat Pro, please close all Microsoft applications such as Word, Excel, Outlook, and PowerPoint, while installing Adobe Acrobat Pro
- If the issue is not fixed by following these steps, Please follow these set of steps:
- Step 1: Click on the windows start menu, then search for Adobe Acrobat
- Step 2: Right-click on Adobe Acrobat then Click on the open file location
- Step 3: It will open the file location, from there right click on Adobe Acrobat and click on Properties
- Step 4: Click on the compatibility tab, then please check “Run this program in compatibility mode for : Windows 8” then click on apply and OK
- If the issue is not fixed by following the step of compatibility, Please change these preferences:
- Step 1: Open Adobe Acrobat, Then use the key combination CTRL+K, it will open the preferences
- Step 2: Then click on Page display and uncheck smooth images
- Step 3: Then click on Security (enhanced) and uncheck "Enable protected mode at startup" and "Enable enhanced security"
- Step 4: Click ok and restart the application
- Set the following “ Performance settings “
- GENERAL
- untick "show online storage when opening files"
- untick "Show online storage when saving files"
- untick "Make Hand tool read articles"
- untick "Enable preview with PDF thumbnails in Windows Explorer"
- Touch mode - set to "Never"
- PAGE DISPLAY
- set ZOOM to "Fit Page"
- Change RESOLUTION to "Use system setting"
- Rendering
- smooth text - none
- untick all except "use page cache" (not sure if that also needs to go, as its advised on some sites to also get unticked?)
- ACCESSIBILITY
- Untick "Enable assistive technology support"
- MULTIMEDIA & 3D
- Preferred Renderer - set to "Software" (not sure if this helps as one support article shows direct x 9 option should push the rendering to your GPU and aid performance)
- Enable "Enable Hardware rendering for legacy video cards"
- MULTIMEDIA (LEGACY)
- ensure "windows built-in player" selected for preferred
- Ensure "Do not use QuickTime" is ticked
- READING
- Screen reader options - "Do NOT READ THE DOCUMENT"
- tick "Confirm before tagging document"
- SECURITY
- untick "Use Safelogic CryptoComply" - not sure on security implications but a few places say this helps
- SECURITY (Enhanced)
- "Enabled protected mode at start-up" - again i kept this on but some sites say to disable for better performance, but i worry that is at the sacrifice of security
- Protected view - set to "Files from potentially unsafe locations"
- Disable “ use page cache “
- Disable Java Script
- Set “ Page Display: Set Zoom to "Fit Page" and change resolution “
- Reinstall OS and the install Adobe clean before anything else
- Replace hardware.
This problem persists. For paying, with some clients, hundreds of dollars every month and then them having to spend so much downtime while a technician, myself or colleagues, Adobe support remoting in. It is become an exorbitant expense
Adobe has connected to “ fix “ the issue several times. At best case the problem will go away for a couple hours.

Will Adobe ever admit their software and their support is awful,
I am working with MULTIPLE clients that are experiencing this issue Windows 10 and Windows 11, Domain and workgroups, Local files and networked files.
This has come to a point of beyond ridiculousness. Clients are cancelling their adobe subscriptions. It is at a point where I feel that Adobe has no interest in fixing the issue and the best course of action is to go to many other products that actually work.
The ball is in your court Adobe. Are you finally going to step up admit your product is crap and fix it once and for all?
