but I don't want to go through the enrtire rigomoral of developing an entire app

I am making a short form video app. Each video will be linked to Vimeo. Simple as that.

I want the frames and place to place the code.

can you recommend something that is a-ok / square / on the level / recommended both by Adove and Apple / not AI /

My suggestion would be to use a WebView-based shell app — it works for both iOS (Apple) and Android, and is a safe/standard option.
You can build it using tools like Cordova, which is officially supported and App Store–compliant.
