app not responding and huge memory usage with specific file

When I click on bookmark icon to see bookmarks for this file:

then bug happens. Same happens in other apps like PDF XChange Editor which I reported to them too: https://forum.tracker-software.com/viewtopic.php?f=62&t=37396

I think it takes unlimited RAM, with time. Can I somehow fix or save that PDF to have bug-free pdf which won't cause problems. Adobe Acrobat version is 2021.007.20091 on Windows 10 x64 21H1 and with 8 GM RAM.

I would say to use the Accessibility checker tool and run a full report.

It may reveal what could be wrong. 

Using the information provided in the  report you can then employ the Print Production tool to perform PDF Fixups.

OK, found solution. Guys from tracker-forum helped. It was about tags. After removing pdf tags, no more problems! I used adobe right click on top tag and that's it. Now everything works perfect. Never heard of pdf tags before, looks like they are only for accessibility, which I did not need anyways. Now document is super fast and small size and RAM usage.

Sorry, that does not help. It saves after long time, but saved file is buggy, causes not responding and other errors like huge memory usage, slow speed... Same happens if I save pdf with other apps like PDF XChange Edit.

Saving works, but saved file is even more damaged. After saving I can't and opening newly saved file it is saying not responding in title, and mouse cursor is busy, and can't do anything like move to next page, and never stops responding. RAM usage slowly increases with time about 100 MB each minute, but later starts reducing, but it never stops not responding.
