Are comments, highlights, or notes in a PDF using Adobe reader accessible to screen readers?

We have some scanned documents that have handwritten notes on documents. These documents were made originaly using Word, so I was hoping to convert them and make the handwritten notes comments or highlights/notes.

Anyone have any insight or experience with this? I am unable to find an answer.

You would have to attach a pop-up note with the text of the handwritten annotation. Acrobat/Reader cannot read handwriting.
