I want to make PNG images with text that have 16:9 aspect ratio and 3840 x 2160 resolution. I only know how to change the page from vertical orientation to the horizontal landscape orientation but I dont know how make custom size page.
I see that there are some data that show the page is X inch wide and Y inch tall but dont know how to change that.
My goal is, everytime I open Acrobat, the aspect ratio would always be 16:9 landscape, can you please help me do it?

You need to go back to how you made the PDF, and change the size when it is made.

I am trying to make the PDF in the Acrobat, I am not importing anything.

It's possible to make a PDF in Acrobat with the editor, but really, it is a painful way of working. The editor is best kept for desperate measures where originals were lost. Almost anything is better than Acrobat for making a PDF.
The beauty of PDF is, in fact, that you can use any app you like. Without knowing anything about your preferences, I'd suggest you work in Word, and convert to PDF in the usual way. This is not a second best or strange way of working, it's the normal way to make a PDF.

You would need to set the aspect ratio when you first made the PDF. Since Acrobat has no "Create a blank PDF" function that I know of, I can't advise how you should change your practices, or whether it is possible. You could make a blank PDF in Word of the right site and use it for your painful editing if you want. Be prepared to retype, but you said you don't mind if it is painful.

For PNG files use Photoshop.
