Auto Fill not working

I have a client who is trying to auto fill a form that he has filled out before with auto fill. Now for unknown reasons he is unable to auto fill the form, all the fill and text box tools are greyed out as well as no option to enable it. I have turned on auto fill in the settings tab and verified nothing has changed in the source document. I appreciate any help on the matter.

Preferences - Forms - and I have selected both advanced and basic , neither work as it still greyed out.

Fill form fileds in the documents and it will remember the entries.

Is fill and sign a feature locked behind the standard and pro versions of Adobe?
