Bad characters when creating PDF from Chinese website - local HTML files

I'm trying to use the option to create a PDF from entire HTML website. The site uses Chinese characters. The HTML files are stored on my local system (not on web).  No matter what encoding/ font combination I use in the advanced settings, I see exposed HTML tags, bad formatting, and weird characters in the output. What am I doing wrong? Does Acrobat not support creating PDFs from websites containing Asian characters?

Here is an example I copies and pasted from the output:
