Best way to resize a PDF with internal links?

I'm using Adobe Acrobat Pro DC in Windows 11. I have a couple of PDFs that I want to use for note-taking on my iPad, but I need to resize the actual PDF to fit on the screen more easily. They files are over 360 pages and both have internal links to different pages, so I can't simply change the print size and then print-to-PDF, because the links wouldn't still be clickable.

What's the most efficient way to do this?

You can scale the pages with the Preflight Tool.
