Bilinguial PDF (English & Welsh)

Hello!

I'm looking to create one interactive PDF document which can switch between English and Welsh at the click of a button. For a bit of background, I've created two 65-page documents, one in English and one In Welsh and now I need to combine the two so the user has the option of reading any page in English or Welsh. I need the pages to remain as individual pages as opposed to being side by side. 

I'm reaching out for help as I don't understand or know how to create the toggle between the two modes. My design currently features two tabs top right with the option of clicking either English or Welsh, I just need to make this action live so that users have the option to change the language on any page. I don't believe this can be done in InDesign and guessed I'd have further options/flexibility using Acrobat but I seem to be missing the trick.

If anyone has any suggestions on the above they would be greatly appreciated.

In InDesign, you can prepare the PDF for this. You put the different languages in a separate layer. The layer can be exported with the PDF.

You may also be able to design the button in InDesign. The code for the button needs to toggle the visibility of the layers in the PDF file. That code needs to be found elsewhere. It's not my level of competence.
