Binders and bookmarks

How do we keep our bookmarks as is when a binder is added? There are a few people working on the same file. Caseworkers bookmark the case and save it. If someone else comes in to the file and adds a binder, all the previously saved bookmarks all fall under the binder. Is there a better way of doing this so that the binder is saved separately and the bookmarks stay as they were saved?
