blue print bubble/ balloon

im a manufacturing quality techinician. my question is how do i bubble/balloon my industrial print using acrobat . bubbling a print means using an adobe software  to number the drawing. the numbers are normally in oval circle next to the feather. i will glad if someone who knows little about first article inspection and blueprint bubbling will come to my aid.

im currently using adobe dc. i tried to use custom stamp but im not able to put the number inside the oval circle.

Not feasible.  This needs to be a text box with a circle or square around it, but when you draw the circle or square it covers the number.  stamp creation is not feasible if you have 50 baloons to make.
