Bookmarks Not Landing on Correct Page

I have the most recent version of Adobe Acrobat Pro DC and am annotating files. Sometimes this works fluidly and without issues. However, more often than not, I will "set the destination" on the bookmark and it will pull up the wrong page.

I have made sure that I have the document set on "Bookmarks Panel and Page" for the Navigation Tab and the Page Layout is on "Default".

What am I doing wrong?

To confirm: first select the bookmark, then be sure that your view is on the page and the zoom level is you want.

Right-click the bookmark and choose “set destination”. Then test it by choosing another bookmark and choosing this one again.

Set help and scroll to ”Change a Bookmark’s Destination” for more details.
