Borders Highlighting as Editable on Protected Document

I have a fillable PDF that has borders around sections of text with fillable fields, this was done using the Comment tool and the Text Box; using Properties I locked the text boxes to prevent them from being deleted.  I have protected the document against editing; however, If I click within a bordered section, the text box highlights.  Can the borders be secured in such a way that it doesn't highlight?

*if a user tabs through the fillable fields or clicks in them, the border does not highlight, which is the desired effect.
