Acrobat is not a desktop publishing tool, or even a word processor, which means that features you are familiar with from these types of applications are not necessarily available in PDF. I consider PDF to be a final file format, which means that you do all your editing and formatting in the original application, and when your document is ready for distribution, you convert to PDF. The edit tools in Acrobat are a last resort to fix e.g. typos or small formatting errors in your document, but cannot replace the tools that you have available in the original application.

That being said, there are ways to add a rectangle to your document, but it's not as straight forward as it would be in e.g. MS Word or Adobe InDesign: You would use the rectangle annotation with the correct color and line width settings and then draw the rectangle, and then in a final step, flatten the document so that the dynamic annotation gets converted to static PDF content. You have to make sure that you use a transparent background for your rectangle, otherwise you will be covering up the paragraph that you want to put into the box.

Again, the best way to do this is to go back to your original application and perform the change there.

Which version of Acrobat are you using? In Acrobat DC, annotations (or comments) can be added by selecting the "Comment" item in the right hand pane. You will then be able to select from the individual tools at the top of your PDF document:

You can change the properties of the rectangle using the properties toolbar (Ctrl-E or Cmd-E). In order to make changes using the properties toolbar, an object has to be selected.
