The bullet list options are are not visable in Edit PDF format pane. How do I add this?

Just for clarification:
The difference is not between the "downloaded upgrade" and the subscription version, it's between the version with a perpetual license (you pay once for a license key) and the subscription version. New features are only added to the subscription version, not to the perpetual license version. They also call this the "continuous" (subscription) vs. the "classic" (perpetual license) track.

You're asking FAR too much of an editor that is only there to fix minor typos in a desperate situation. Remake your original if you want to add bullet points.

I have Adobe Acrobat DC installed on my computer. Adobe claims, in their promotion of the product, the bullet lists are an option in the Format pane. I do not have that functionality in my program.

With help from tech support I found that the Bullet List option is not available on the downloaded upgrade Acrobat Pro DC product. It is only available on the subscription plan. Doesn't make sense to me so I will suggest that they add this feature in future upgrades to the purchased program.

I stand corrected, thank you. I wish Adobe wouldn't do this: by which I mean add editing features that make it look (in marketing) that Acrobat might be a good editor. No! Never!

I think the bigger issue here are the (undocumented) differences between the perpetual license version and the subscription version.
If you want to have different features in both versions then give them a name that indicates that (something like the distinction between Pro and Standard). You can't have what look to be identical versions, just with different licensing models, and advertise all the great features they have, only later to reveal that those feature only exist in one of these versions. That borders on false advertisement, IMHO.

Are you serious! The WYSIWYG editor for this reply has bullet points. Frankly, every major online editor has bullet points. This is why I hate Adobe products. Penny-pinching for features that have been global standards for years, hmmmm, going down the same path as Flash.
I have one document which the previous employee converted to PDF for which I have to use Adobe Acrobat for, after that, I am done.
