Bypass and disable Two Factor Authentication

I have a user that chose to setup the Two Factor Authentication that Adobe prompts you to setup when you sign in. My user no longer has the phone tied to TFA and also does not remember the account password. We are now stuck in a loop that we can't recover from. 

We have tried signing in using both the Adobe Pro app and Adobe.com. When you sign in, there is an option to verify using a different method but this only works if you know your password. If not, you get to the password entry screen and attempt to use the "Reset Password" link and it brings you back to authenticating with TFA. 

 

My purchasing agent has been trying to work with Adobe support for almost a week now. The Adobe agents have the approval of the account holder and of the business that purchased the license yet no one can provide any assistance. 

 

We need a way to bypass or remove TFA from the account. We also need a way to disable this option so that no one else can make this mistake. 

 

Please advise.

Update: There was a lot of back and forth between my purchasing agent and Adobe support. From my understanding we were able to resolve the existing issue by having the user contact Adobe.com and authorize our business to access the account. Even though our business purchased the license its assigned to an individual as the owner. Adobe support was then able to remove the license from the users profile and assign it to a new email address. 
The existing email address will take at least 30 days to fully drop the license and the authentication tied to the account. Once the 30 days has expired we will be able to move the license back to the original email account. 

 

Regarding a way to disable the option to setup Two Factor Authentication we have not received any information.
