As you might have figured oiut, I am Realtor in California. When I fill out one of the forms for a transaction and want to sent it to my client for signatur, the forms is produced in a locked format from CAR. CAR ackolwedges the document is locked but says I should be able to "over signature tags on the PDF."
Does anyone know what this means?
It is my understanding that once a PDF is locked you cannot sign it.

It depends what kind of "lock" it is. Could you share a sample file?
And there's no such thing as "signature tags", so what they wrote doesn't make much sense.
You can apply a digital signature using fields, a certificate or something like Adobe Sign, though.
Or you could apply an "analog" signature using an image file or even one of the commenting tools (like the Pencil tool), but that has no real meaning and can be easily faked and duplicated.

The file has a security policy applied to it that prevents all types of editing, except for printing. So you really have no other way than to print it out, sign it by hand, and then submit it on paper, or scan it and create a new file from the scanned document. I think you should complain to the makers of this file and ask them to at least add form fields to it, so you could fill it in digitally.

You should ask Google how to unlock a PDF for free in the blink of an eye.

Thank you. I know how to do that but I wanted to know if there was a way without removing the lock. I know some locks allow that.

No you must remove the lock, with or without the password, to be able to sign.
