Can a photo be made fillable on a template?

I have created a template for fillable information (name, date, case # etc.) but I need to add the individual's photo on the template too.   Can this be done as a fillable OR only in Edit mode?  Other people who might use this template do not have the Edit option to insert the image.  Thoughts?

You can use a image field for this.

I know how to add an image in Edit mode; however is that the only way?  The template is to list homicide cases. Each will need victim information and a photo.  The people working in that Unit do not have access to the Adobe tools (Edit) to add the photo image so I wanted to know if it could be added like a fillable text can.  Thanks.

When the user clicks on the image he/she can import an image file.
