Yes, if they were designed to work with Acrobat Pro DC.
Plug-ins designed for earlier versions of Acrobat Pro on MacOS will not work with the current version given the transition from 32-bit to 64-bit operation.
For plug-ins designed for earlier versions of Acrobat Pro on Windows, ascertain from the plug-in vendor whether the current version is Acrobat Pro DC-compatible. Some are, some aren't!

Most third party plug-ins come with either installers or instructions on how to install them. Since each plug-in is different and may have dependencies on multiple files being placed in various directories in your system (plus, on Windows, perhaps some registry entries), you need to reach out to whoever develops / markets / supports the plug-in in question for such installation instructions that are appropriate.
