Can I retain hyperlinks when converting files to PDF/A?

Our company are to submit an application to the authortities, with a dossier including a hign number of PDF-files organized in a predifined folder structure. The guideline states taht PDF/A format should be used, an at the same time encourages the use of file links within the dossier. 

I am not able to convert from Word of PDF to PDF/A without the links being inactivated. Is this at all possible?
