can not open PDF file in protected mode

steps to reproduce issue:

1. install adobe acrobat 2022.003.20282 64-bit on windows 10 64-bit
2. open windows explorer
3. double click PDF file which has the following attributes: Archive, SparseFile, ReparsePoint, Offline
4. wait for the file to finish opening
5. go back to windows explorer
6. double click a different PDF file which has the following attributes: Archive, SparseFile, ReparsePoint, Offline

the second PDF file never opens.

the same procedure repeated with protected mode off will result in the second PDF file opening successfully.
