Can't open a pdf file

I am working on a questionaire I opened from a link on a reliable email.  I was able to fill and sign a couple of days ago but today when I tried to open to continue the work, I got the following error message:

The operation could not be completed as Acrobat Pro doesn't have permission to access: ~/Library/Containers/com.apple.mail/Data/Library/Mail Downloads/959F9A7A-03C7-4F62-AC92-A10E8B1593B0/.

Launch privacy settings to grant access?

I opened privacy settings, think I have the appropriate ones marked as ok but still can't open my document.  Help!

Just for future reference. Save files you need locally. Link are always unreliable, cause they change or go away.  That link is probably invalid now, and doesn't have anything to do with your settings.  They often have an expiration.
