What do I need to do to sign this pdf? "Fill and Sign" is grayed out.

Since they added a simple text field next to the Signature area maybe they just expect to you to type your name into it, instead of actually signing it, digitally or with a hand-written signature. It doesn't make sense to print this form out and then send it by fax or mail since it has an option to attach files to it, which will be lost if you do that.
If you're not sure contact them and ask what to do.

seems to me like the form was created using Adobe Live Cycle.
Have you been able to co firm what was the source program that was used when this file was exported to PDF?
You may have to refry the form saving as postscript file and then convert back to PDF as a quick workaround.

The security of the form does not allow signing of the form. Look at the "Prferences, Secuity tab". Print the form wet sign the form and scan back, fzax or mail the form.

Yeah, would really be nice to keep it all digital.. is there a way I could make my own modified copy that allows signing?

I think you are right. It looks like they want you to use this online "workspace" for submitting forms, and there you can do "sign and submit".
