Can you partially lock forms depending on which signatures are required?

Hi! I've been having a bit of a time figuring out how to do this. Our organization uses .pdf forms to track network access for onboarding and off-boarding. Administration is wanting both activation and deactivation to be saved onto a single file, and signatures between activation (onboarding) and deactivation (offboarding) can be years apart.

Is it possible to lock only certain fields- such as in the sample form attached, the signatures in blue lock only the blue fields, and the signatures in red lock only the red fields?

Our organization uses Adobe Acrobat Pro DC, version 2022.001.x.

How would I go about this? I'm brand new to this, and I'm struggling, unfortunately.

You could build the form using Adobe DC Pro for example, and then have signature fields - once signed, you can then use the options available to suit accordingly.....
