Cannot edit form outside of Our Network

Our organization requires a PDF form to be signed by 4 people, if the form stays in the network it works perfectly.  The tricky part is when the form has to be signed by someone outside of the network, after that person signs it becomes uneditable but still can be signed by the next person just can't edit the document.

So its sent to user A, who fills in their info and signs, then sends it to user B, who cannot edit their section but can sign in their spot, just can't edit the document any longer.

Now again it works perfeectly inside the network.  How do we fix

Can you share example files? An original, then that original signed inside your organisation, then the original signed outside your organization.

I assume you already have made sure that there is no conceptual difference in how the people inside sign and how those outside do, have you?
