Cannot select image behind text when editing a PDF - Adobe Product Community - 11576179

Community Beginner ,

I cannot select an image that is behind a text box. Even if I right click>send to back on the text box. I found a super clunky work around but am wondering if anyone else has encountered this/knows whats happening.
