Change country associated with account

Hi I have been following the Adobe guidance to change the country associated with my existing account. However after i click "Change Region", I am supposed "contact Adobe Customer Care to change the country associated with your Adobe account". How do I do that? What are the exact steps? The Adobe Customer Care page is just a generic repository of questions. Even after i click 'Change region', nothing really happens, everything is still displayed in the original currency. Thank you for your help!
