I have a pdf file and it has a wide margin on every page, you can assume that every page is occupied by only 60%, then I want to print it as a pdf file with custom scale 130%, but I will lose the bookmarks and hyperlinks in spite of all the hyperlink texts are remain in blue but don't work.
What I can do about this?

You can scale the pages with the preflight tool of Acrobat Pro DC.
mine is adobe acrobat XI, I have seen preflight in the print production (under tools), but I don't know how it works to scale pages and couldn't find any guide or manual step by step
It is a new feature of version DC.
I have the same issue,
when I use `Set Page Boxes` to change the `Page Size`,
if I change the `XYOffset`, all my hyperlinks will lose their positions.
For preflight, where is the `scale` option? I dont think this works for changing `Page Size`.
The current workaround is
1. Change to a Larger `Page Size` with `Center` selected. (this way Links are preserved...)
2. Change the Page Size again => Crop the Page back to what Size you want.
